The Making of a union

–A small group approached the American Federation of State, County and Municipal Employees and talked with a representative.

–The AFSCME representative advised the group to put together an organizing committee made up of at least 10 percent of eligible staff.

–The committee put together a “soft assessment,” approaching colleagues outside of the library to determine interest levels in a union.

–The committee established library employees were sufficiently interested, with only about five employees saying they would have no interest in a union.

–Committee members approached the board of trustees with a draft proposal defining the process of recognizing a union at the library.

–The committee gets interested employees to sign a card stating intent to join the union.

–If the board approves the draft proposal, it will have a card count. If a certain percentage of employees present cards, the library will have a union.

–Indiana employers are not required by law to recognize any union except the American Federation of Teachers.
