Bloomington police arrested 19-year-old Storm Easterly on Friday at his apartment on Second Street and charged him with promoting prostitution.
Easterly attempted to solicit $200 from a man for arranging a sexual encounter with a woman for him. After the man had paid Easterly $200, the man called the Bloomington Police and alerted them to the situation.
BPD Lt. Brad Seifers said the man called BPD after the woman said she did not know anything about the hook-up or being paid for sex.
