PRESS RELEASE: Katherine Zaiger And Shatoyia Moss Named As Interim Leaders

Bloomington, Ind. – Mayor Thomson today named two new interim directors of City departments. Katherine Zaiger will lead City of Bloomington Utilities (CBU) effective May 6, and Shatoyia Moss will lead the Community and Family Resources Department (CFRD) effective May 20.

Zaiger is currently the Assistant Director of Environmental Programs for CBU. In this role she ensures environmental compliance for Monroe Water Treatment Plant, CBU Service Center, and both Blucher Poole and Dillman Wastewater Treatment plants. Her division encompasses the City’s MS4, Pretreatment, Hazardous Materials, and Water Quality Programs. She has been with the Utility since 2021, first as the MS4 Coordinator before transitioning to her current role in 2022. 

Zaiger holds a Master’s in Natural Resource Ecology and Management from Oklahoma State University and received a Bachelor’s in Biology from Indiana University. She is also a Certified Ecological Restoration Practitioner (CERP) and a Certified Professional in Erosion and Sediment Control (CPESC). In addition to her time with the Utility, she has over 5 years of experience working in restoration ecology. Zaiger will take over as interim director from John Langley, who came out of retirement to assist with the transition to a new administration.  

“Kat Zaiger’s passion for protecting our critical water resources and her professional commitment to CBU are outstanding,” said Mayor Thomson. “She is well-positioned to lead CBU’s large team through this transitional time and ensure that the Utility continues to serve its customers well and make progress on its goals.”

Moss has served as the Safe and Civil City Director for CFRD since 2019, where she devises and executes strategies aimed at fostering inclusion, diversity, equity, justice, public safety education, and community engagement. Moss also acts as liaison to various commissions and groups, including the Commission on the Status of Black Males, the Commission on the Status of Children and Youth, Bloomington-Posoltega Committee, Sister Cities International, and the LGBTQIA+ community. Additionally, she serves on the boards of New Hope for Families, IU Credit Union, and the Leadership Bloomington-Monroe County.  In 2022, she was selected by President Barack Obama to participate in the Obama Leaders Foundation inaugural cohort for the United States. 

Moss holds a Bachelor’s of Science from Indiana University. Prior to her career at the City, Moss served as the Director of Indiana Kids, a mentoring and tutoring program at Indiana University. Moss will take over as interim director from Beverly Calendar-Anderson, who will retire on May 17.

“Shatoyia Moss has demonstrated unwavering dedication to engaging, serving, and uplifting the people of Bloomington,” said Mayor Thomson. “She is already a respected leader and has the strategic mindset and skills to help the department and our community move forward.”
