Press Release: A Statement from Mayor Kerry Thomson on Annexation Ruling

Bloomington, Ind. – Mayor Kerry Thomson has issued the following statement in response to the recent annexation ruling: "I want to share an update following last night’s executive session with the City Council on Wednesday, Aug. 15. After careful consideration, we have decided to appeal the recent annexation ruling by Judge Nathan G. Nikirk. While we are disappointed, we believe strongly in the merits of our case and remain hopeful about the outcome, though we understand it may take approximately a year to receive a decision on the appeal.

The topic of annexation has become a contentious one and I want to assure our community that I have carefully considered this decision. I have reviewed the studies that highlight the risks of economic and quality-of-life decline in cities without the ability to grow. When cities are able to expand to meet the urban growth, both the city and its surrounding county benefit.

While I would have designed a more inclusive process from the start, I have been meeting with and listening to those in the areas originally intended for annexation (the 2 mile fringe), and will work hard to welcome you should you eventually become part of the city of Bloomington. As Mayor, I care deeply about every person in our community and I am committed to doing more to ensure everyone feels like a valued member of Bloomington.

For clarity, we will be making no changes to the current sewer policy. This policy remains unchanged and continues to reflect our commitment to providing essential services to all residents, both current and future.

I understand change can be challenging. I truly believe that this annexation is crucial for the long-term health, success, and vitality of our city, our county, and our region. 

My focus remains on the work I agreed to do—ensuring a city that works well for its residents, where all residents feel welcomed and have a sense of belonging. By moving forward with annexation, Bloomington will be in a stronger position to manage and guide growth, allowing us to continue building a community where everyone can enjoy a high quality of life for years to come.
