Putin says he won't run for 3rd term, promises justice for slain journalist

MOSCOW -- President Vladimir Putin reaffirmed Wednesday that he would not try to run for another term but said he would retain influence over Russia even after leaving office in 2008. The immensely popular Putin is constitutionally barred from seeking a third consecutive term, but supporters have called for a referendum on amending the country's laws to allow him to stay in power.

SAN JOSE DEL CABO, Mexico -- Hurricane Paul weakened to a tropical storm Tuesday as it headed toward the southern tip of the Baja California peninsula, whipping up high surf that left one person dead and another missing in the resort region.

Iraqi leaders will create timeline to reduce violence

BAGHDAD, Iraq -- U.S. officials said Tuesday that Iraqi leaders have agreed to develop a timeline by the end of the year for progress in stabilizing Iraq, and Iraqi forces should be able to take full control of security in the country in the next 12 to 18 months with "some level" of American support.

Chief U.N. envoy to Sudan leaving after being ordered out

KHARTOUM, Sudan -- The chief U.N. envoy to Sudan planned to leave the country Monday after the government ordered him out for saying its forces had suffered two major defeats in fighting in the Darfur region, a U.N. spokeswoman said. Jan Pronk was scheduled to fly to New York for a meeting with Secretary-General Kofi Annan, said spokeswoman Radhia Achouri, who did not give further details.

5 killed in bomb attacks in Baghdad market, bakery ahead of Muslim festival

BAGHDAD, Iraq -- Bombs ripped through a Baghdad market and a bakery Sunday as shoppers were stocking up on sweets and other delicacies to celebrate a major Muslim holiday, and at least five people were killed, police said. The carnage in the Shurja wholesale market, Baghdad's oldest and largest, was the second time in two days that open-air shopping places have been targeted.

Witnesses in Saddam trial recall massacres of Kurdish detainees

A Kurdish witness at Saddam Hussein's genocide trial testified Wednesday that he survived a massacre by running and falling into a ditch full of bodies as troops fired on his group of detainees. A second Kurd told of a separate massacre in which 35 detainees, knowing they were about to die, decided to attack their guards in the hope that if they struck first, at least one would live to tell the tale.
