LISBON, Portugal -- Portugal, already reeling from an alarming economic decline, plunged deeper into crisis Saturday when the conservative government quit a day after the president dissolved Parliament and called an early general election. The chaos in government will translate into months of political paralysis that Portugal, one of the European Union's poorest nations, can ill afford.

Court says Canada can redefine marriage

Canada's Supreme Court said Thursday the government can redefine marriage to include same-sex couples. However, the court added that religious officials cannot be forced to perform unions against their beliefs, and the legislation to allow gay marriage still must pass with a majority of the House of Commons.

U.S. troops question Rumsfeld

CAMP BUEHRING, Kuwait -- After delivering a pep talk designed to energize troops preparing to head for Iraq, Defense Secretary Donald H. Rumsfeld got a little "talking to" himself from disgruntled soldiers. In his prepared remarks, Rumsfeld urged the troops to discount critics of the war in Iraq and to help "win the test of wills" with the insurgents. Some of soldiers had criticisms of their own.

House, Senate pass intelligence bill

WASHINGTON -- Congress on Wednesday ordered the biggest overhaul of U.S. intelligence in a half-century, replacing a network geared to the Cold War fight against communism with a post-Sept. 11 structure requiring military and civilian spy agencies to work together against terrorists intent on holy war.

Ohio officially certifies Bush win

COLUMBUS, Ohio -- While Ohio has certified a 2 percentage-point election victory for President George W. Bush, scrutiny of the vote is expected to continue for several more days. Independent candidates are prepared to demand recounts in all 88 counties Tuesday, an action that election boards say they are ready for but do not believe is necessary.

Ambassador praises Saudi attack response

JIDDAH, Saudi Arabia -- Islamic militants who shot their way into the heavily fortified U.S. Consulate, killing five employees, clearly had studied how cars entered the compound, the U.S. ambassador said Tuesday, praising actions that stopped the assault, but acknowledging room for improvement.

U.S. Consulate attacked

JIDDAH, Saudi Arabia -- Lobbing grenades, militants invaded Jiddah's heavily guarded U.S. Consulate on Monday, attacking staffers and others in the compound until Saudi security forces stormed in. Nine people, none American, were killed in the attack, which was claimed by al-Qaida and showed how vulnerable Saudi Arabia remains to Islamic extremist violence.

Negotiators reach deal on intelligence bill

WASHINGTON -- Congressional negotiators reached a deal Monday with the chief House Republican opponent of legislation revamping the nation's intelligence agencies, clearing the way for a final vote, a House GOP leader said.
