KAMPALA, Uganda -- Scores of rebels armed with assault rifles, mortars and rocket-propelled grenades attacked a refugee camp in northern Uganda and torched huts, killing 192 people and wounding dozens more, a local legislator said Sunday.

Hours later, the United Nations backed Washington's claims that a direct vote before then is impossible. The U.N. judgment on elections throws open the debate over how to transfer sovereignty and end the U.S. occupation -- though not the U.S. military presence.

When Sir Timothy Garden last spoke on "International Security and the New Century" at IU three years ago, the world was a very different place. "In Feb. 2001, I don't think anyone thought international security would change quite so much," Garden said. "Since then, we've all come to know what fanatical terrorists can do. Dean exits campaign

BURLINGTON, Vt. -- Howard Dean, bowing to the political realities of a 17-contest losing streak, ended his Democratic presidential campaign Wednesday but promised to keep his "campaign for change" alive while supporting his party's eventual nominee. The former Vermont governor did not endorse either of his top rivals, Sen. John Kerry of Massachusetts or Sen. John Edwards of North Carolina. He called both men before his announcement to tell them his decision.

Sen. John Kerry won a narrow victory against Sen. John Edwards in Tuesday's tightly-contested Wisconsin primary. The Wisconsin primary has been the first election held by one state on a single day since the New Hampshire primary, allowing the democratic candidates an equal opportunity to concentrate campaigning efforts in one state.

Bishop convicted in fatal hit-and-run

PHOENIX -- Bishop Thomas O'Brien was convicted of hit-and-run Tuesday for leaving the scene after killing a jaywalking pedestrian with his car -- a crash that ended his career as head of the Roman Catholic diocese. O'Brien is believed to be the first Roman Catholic bishop in U.S. history to be convicted of a felony.

Haiti PM ousted by militant coup

PORT-AU-PRINCE, Haiti -- Haiti's premier said his country was in the throes of a coup and appealed Tuesday for international help -- even as Washington and Paris stated reluctance to use force to stop the bloody uprising. Prime Minister Yvon Neptune made his plea a day after former soldiers joined the rebellion, seizing the key central city of Hinche, burning the police station, freeing prisoners -- and increasing the potential for a full-scale civil war.

Guest speaker gives hope for Uzbekistan's future

Uzbekistan, an important U.S. ally in Central Asia, may soon become more free despite a recent tightening of control by the government, said an Uzbek sociologist Friday in Ballantine Hall. Alisher Ilkhamov, director of the Open Society Institute in the Uzbek capital of Tashkent, spoke to an audience of more than forty people on the contradictory political and economic situation in his country, a nation that is home to a U.S military base and assists the U.S. in its fight in Afghanistan.

3 cloned mules displayed

SEATTLE -- Three young mules who are the first members of the horse family to be cloned are all healthy, normal and energetically enjoying life, say researchers who put them on display Sunday. Idaho Gem, born May 4, 2003, was the first successful cloning of an equine. He was followed by siblings Utah Pioneer on June 9 and Idaho Star on July 27. The clonings were a project of the Northwest Equine Reproduction Laboratory at the University of Idaho in Moscow, Idaho.

Scholars begin stay at IU

Eight of the 25 Iraqis awarded J. William Fulbright Foreign Scholarships in January arrived in Bloomington Feb. 6. Since then, they have been busy searching for accommodation, attending orientation classes and adjusting to their new environment. The recipients of the Fulbright Scholarship come from all over Iraq and represent several of the various ethnic groups in the country.
